Wear eyeshadow colors like browns, golds, coppers, and plums. Those always make my blue eyes pop. Maybe even try adding eye drops so the whites of your eyes don't have any redness to distract from the blue of your eyes.

Anything with an orange undertone (eyeshadows) will bring out your baby blues since orange and blue are on opposite ends of the color wheel.
