I don't think there's a certain age where it is and isn't appropriate. I think all that really matters is that the boy/girl (and his/her parents depending on age) is okay with it and understands the care that goes into a piercing.

Once your done growing! it doesn't reject as easily and you have a larger chance of it not rejecting. but it all depends on parents, jobs, and the studio you get it done at.
