Whats a "velvet" finish?

As far as I know, it's a matte, but some people may be more in the know than me.

It's matte, but it has a very non-drying, smooth texture. Like velvet! :)

Does anyone else think that Skin Base gives 'velvet' finish? I have quite dry skin so it's hard for me to find something matte that's not drying. Skin Base is perfect for that.
