Any Suggestions? Lightening My Hair.

I have really light blonde hair but its darker underneath like a brown colour, been trying to grow it out for years and hairdressers won't attempt to dye it blonde or lighten it for me, I'd love to go platinum with a funky blue ombre but how can I get the brown out? tried at home dyes which have kind of lightened it and too scared to bleach my own hair.

Have you tried high lift blonde colors maybe start out as with highlights so it's not so drastic.
