"White Bubbles" are not as pretty as they sound. your eye area is extremely sensitive, so taking action against any pimple in the proximity could be dangerous. there are few kind which first you need to separate them in order to know which kind are you. if its around the lash line or on the lid, see your ophthalmologist right away because you could have a cold sore or infection. If the whiteheads are around the temples are upper cheeks, they maybe just regular pimples (if the white tips is filled with pus) or a blocked oil glands below the skin's surface which feels hard. you could do something at home to take them out but I would suggest you to see a skin specialist they will have the right tool and skill to take them out.

You're probably referring to "milia". Beautylish did a piece about it a while back: http://www.beautylish.com/a/vcyca/milia :)
