Lip scrubs that include Vaseline for chapped lips?

Vaseline and sugar with with vanilla or almond extract. I usually replace Vaseline with honey when I do mine.

A quick fix that can get rid of dry skin is to scrub your toothbrush on them. To moisturize you could try a honey sugar scrub (as was already mentions lol) :)

I use warm honey with a bit of sugar mixed in, and I use a toothbrush to really get all the extras.
