Blackheads always form around the tops of my lips and at first they're hardly noticable, but eventually they swell and look gross. Any tips?

Steam, lemon juice, and unfortunately patience. If you steam them every night, they will come to the surface faster and go away. Also, putting lemon juice on them overnight can help. You can also use a gentle exfoliant such as Aveeno or St. Ives to exfoliate them. The lemon does this as well. Just make sure you apply a lip balm as not to dry out your lips.
