I use a pencil to make little hair-like lines on the sparse areas. Then I use powder to fill in the areas a bit more, and sharpen the arch. Then wax to keep the shape. :)

I just use a brow gel to set my brows, since they are thick but really unruly. I only fill them in for special occasions, like dances, graduations, etc.

I like to use an angled eyeshadow brush and use the brown shades from theBalm's 'Nude Tude eye shadow palette or the brown shades from The LORAC Pro Palette. I use a light shade for the start of the brow, a darker shade for the middle and the darkest for the tail. I use those two palettes for more dramatic brows.
For more natural brow looks I use a brown shade from Sleek's Au Naturel e.s. palette or the combo of my Sorme definative brow pencil with Ardel's Brow sculpting gel in clear to set.
