Inglot Gel eyeliner, pencils DO NOT work on my watery eyes. BUT I do set the liner with MAC Carbon (or any good quality black eyeshadow) ... Last all day and doesn't smudge :)

My first ever liquid liner was from prestige and guess what! I was able to make the best cateye looks in my first try ,, 1year later I bought the Lancôme one and I keep messing my eye n rarely fix the look I want I always end up with diff cateye style.
According the waterline one I recommend makeup forever liners.

I'll second Jacqueline regarding the Prestige ones (particularly the Total Intensity range). I have five of the eight colours now; they're fantastic, IMO.
I've also heard good things about Inglot's gel liner in the waterline.

I use any creamy pencil/crayon that's infront of me lol.. Right now i'm alternating between a retractable self-sharpening sephora crayon and urban decay's 24/7 glide on pencil, they both get the job done quite well.
