I don't think I agree with them not being formal. I wore a short dress to prom and it was very elegant :) besides, at prom you'll see girls in short dresses, long dresses, even wedding dresses. just wear what you like :)

I wore a short dress to prom and I think it looked really formal. Plus when everyone was dancing all the girls with long dresses got irritated cause it kept getting in the way.

This could be more for homecoming or a winter formal. But I always picture prom being for long dresses. It really depends on what you want to wear though.
