I use the 3 in 1 outlast foundation.. It seems to get really flakey and extremely noticable, this has happened with all my foundations. I even wash my face and moisturize before I put it on.

Try spraying macs fix + before or after you moisturize, it is really helpful for me. I also notice a difference when I don't use fix +

Have you ever tried using a primer with it as well? That might help smooth it out a bit.

Get a primer with a balm texture. It'll give you that extra moisture.

Those lasting foundations are really not good for girls with dry skin. It dries out the oils in the skin so that it lasts all day. You need a more moisturizing primer and a lighter foundation or one like Revlon Colorstay for Normal to Dry Skin and see if the helps. If not stay away from that all together and try True Match. :)

Yeah totally agree with alexandra, revlon color stay is a good choice. Also try exfoliating one to two times a week.

I have the same issue with my nose. it doesn't happen all the time, but if I wear makeup most days for a few weeks, my nose dries out really bad. I exfoliate, moisturize and use a primer, but my nose is still really flakey.
