It is kind of hard to judge based on the pictures with the heavy makeup, but judging by the third picture, it looks like they could possibly be hooded.

Yeah she's not wearing black shadow she's wearing eyeliner you can tell when she closes her eyes there's a little line

Its hard to tell with the eyeliner covering her natural crease but its probably not hooded judging by the pics. The thicker application of the eyeliner, the smaller the eyes look which may be the reason they might look hooded. Hooded eyes that do not come from aging are basically mono lids or "asian eyes"
