I typically dye a client's hair before I cut it because you trim off the damaged ends from the dye when you cut it. Unless there was a circumstance where the client wanted a dramatically shorter cut, then I dye it first.

Would dying then cutting cause less damage because you're already dying your dead end then you just cut them off instead of cutting your hair and dying your nice fresh hair?

Yes it would... it wouldn't damage it to a high extreme but it wouldn't be as fresh as getting it dyed then cut.
