I'm getting my friend an neutral eyeshadow palette for her birthday I was interested in the sephora moonshine palette in nude she realy likes shimmery eyeshadows I've heard mixed reviews is it good quality?

I love the naked basics palette. It's small but you can get a lot out if it :)

The Naked Basics is amazing but it's all mattes except for one.

If you're willing to splurge the Naked 2 is great for what you're asking. Or the naked 1 if she already has a lot of shadows, because the 2 is more basic colors.

Tarte coral crush eye and cheek pallete, just got it and it's amazing!

You could also get her the Sephora brand makeup academy palette it comes with 72 eyeshadows, a bunch of lip glosses, eye liners, concealers etc!
