I absolutely love too faced shadow insurance eye primer. this one truly keeps your eye makeup in place ALL DAY without any creasing, running or smudging :) another technique with your eyes is to dust finishing powder on your eyes along with the rest of your face if you use finishing powder.

I swear by the elf flawless concealer brush -3$
It really blends concealer into the skin and you can also lightly apt some powder to thAt area with the same brush.
Also I don't know if you mean like lining under your eyes with shadow but applying a little bit of NYX jumbo eye pencil and shadow over it will help thT stay put.
If you mean fallout from shadow, that'll usually happen with drugstore shadows. You can use a silicone based primer (ELF) on a qtip just to pick that up without disturbing the rest of hour makeup.

Elf eye primer is so awesome and cheap. I love it so much. I recommend using any sort of vitamin e lotion under the eyes, and if you use eyeliner under the eye make sure it's a smooth creamy pencil that glides and doesn't tug. When removing makeup, pat and blot it off, not rub and smear. Hope this helped. :)
