Is it the waterline you're trying to do? as that does tickle, if it stings it could mean your eyes are sensitive to the liner or you're touching the rest of the eye by accident
try lining on the actually lashline instead of the waterline as it shouldn't sting (as its not touching the eye directly)

Pulling down your lash line makes you more prone to wrinkles in the future so I don't suggest that. You have to have an incredibly steady hand and good vision to do exactly on the lashline, this is called tightlining. If you don't have steady hands try placing your other hand on your elbow to make it more steady. There's two other ways to do the lower lash line and its either above the tightline (which is called the waterline) or below the tightline (which is called the lower line) the lower line is the easiest but if you tend to have a greasy face you will find a lot of smudging. Waterlining is also fairly easy but if you have sensitive eyes or very watery eyes it will smudge.
I recommend testing out all these different ways multiple times and see what works for you.
