Good waterproof eyeliner to put in the water line?

A very affordable option I use in my waterline is the rimmel scandaleyes kohl in waterproof!! I rarely need to retouch it

@lynzie is right, the stila stay all day liner pencik and liquid really stay all day and same with the 24/7 from urban decaybis awesome. go to a sephora near you and test them on your hand by making big lines with both (and others if your interested) and walk around. you shoukd be able to rub your hand after a few minutes and they don't smudge or budge :)
