To really make blue eyes pop use brown eyeshadow! Here's what I do- I put a pigmented brown on my lid, a matte brown (a little darker than the lid) in my crease and a pigmented either cream or white on my brow bone as a high light. You wanna make sure you blend out the crease really good so it looks ultra smokey! Hope that helps(:
