Outfit help for an outdoor art festival.

I'm going to a big outdoor art thing downtown, it's about 15 degrees Celsius where I am (a little chilly) and I'm not sure whether to wear a dress with tights or just black leggings with a tank top (both with a leather jacket on top). Main problem is I can't wear heels as ill be walking around all night so the dress might look a little weird.

I love the outfit with the dress. It doesn't look weird not wearing heels with the dress, you actually dress it down so it looks casual, but because you said you'd be walking around all night, I say for comfort, wear the tank top & leggings :)
