My hair is super fine and dry. it won't curl, what should I try to curl my hair.

Curl on medium heat with a quality wand. Then use a lot of hairspray. Or look on youtube for some no heat curl tutorials :)

Try no heat, using a curling iron and hairspray won't help. Pin curls, sponge rollers, braids or braided buns work best for me and my hair is super fine too.
