Hyperpigmentation help!): how to lighten??

I have hyper pigmentation on my elbow (I inserted a pic)..
I was wondering if there are any creams to safely lighten/ where do I purchase this? It does not seem to be fading and it makes me feel rlly self concious. Thanks girls
