Freeze a spoon and then put the back of the spoon against your eye until the spoon isn't that cold anymore. Also, get makeup that is much lighter than your normal skintone. You can try putting purple primer under your eyes to contrast the dark colors.

Sleep, drink water, mimi's frozen spoon trick helps too.
To conceal, use a peach-salmon-orange concealer to cover the circles. The orange will neutralize the bluish-black circles. Once you've neutralized it, put on foundation as you normally would. It's much easier to cover when the colour is neutralized.
