Maybe you should try thinning out your top liner, and thicken your bottom liner

Try thinning out your top eyeliner, because right now it's making your eye look smaller from the top:) also try using white shadow in the inner corner and concealer under your eyes just to brighten everything up and keeping the focus on your liner.

Personally, I think you should do eyeliner all the way on the top, then only halfway on the bottom. It looks more natural that way and you don't have to worry about it making you look intimidating or like a raccoon or something. Instead of using black eyeliner towards the lower middle, try using a white or nude eyeliner! It makes your eyes look brighter and bigger.

Also, liquid eyeliner is easier to use on the top. It stays longer, and sometimes pencil smudges into your crease when you wear it on the top.
