I way over plucked my eyebrows and don't know how to fill them in to make them look normal-ish again.

Get some eye shadow which matches your eye
shadow colour and using an angled brush, apply where it should be :)

Use pencil or shadow on an angled brush.
-outline the shape you want
- blend the product in ward to fill the middle
-use a concealer or foundation under need to correct mistake and define them
