Use NYX jumbo eye pencil in milk as a base for bright colors. And that looks more like a cream then powder, I know the white and orange from the mufe palette make that shade exactly. Idk what else would.

*** milani has a white eyeshadow pencil I found to be of higher quality than typical NYX, also.

I discovered yesterday, I'm not a fan. I did orange eyes yesterday, and while I did leave a bit of the crease orange I ended up blending most of it out with bronze >.<

NYX jumbo pencil in milk and sugarpill has an orange eyeshadow, really pigmented and great! But this looks more like an eyeliner I think, to create eyeliner look with an eyeshadow, water your brush a little and use it on the eyeshadow :)
I love this look, I would totally do it myself!
