My friend gets upset whenever I try to help her like if I say you shouldn't wear the same color orange shirt and shorts it looks kinda weird put a black short on or jean shorts and he gets really upset and won't talk to me and looks like he's about to cry /: but anyways I feel like she puts should put less liner or mascara on the bottom of her eyes and they would pop more if she just kept it simple any other tips how to tell her stuff w/ out making her upset or if I'm wrong about the makeup.

Tell her that you are her friend and you would not give any advice which could let her down. she is gorgeous and have more confident on herself. Yes of course she needs to highlight her beauty but don't overdo it.

I wouldn't force anything on her. maybe it comes off rude the way you say it. say it more like politely and add in a compliment, like 'I love your eyeshadow but maybe a little less eyeliner next time would help your eye color pop!' so you don't come off rude by saying only bad things. that will make her feel more like you're helping not forcing it down her throat to change. and if she doesn't wanna, you can't change that. so just try to help but not be overly annoying. make her feel like she did more correct than wrong. and remember, if she's used to that makeup or style, maybe it's just the way she likes it. usually girls who wear a lot of makeup are very insecure, so make her feel gorgeous and compliment her often. but it will take a long time for her to lesson it if at all. so just bare with her and take things from her perspective. maybe she feels not beautiful and like she needs to wear a lot of makeup to be beautiful. some girls are like that, so my #1 tip is to be there for her and maybe her feel amazing with and without all the makeup! :)
