I have the same problem :( you just have to find some skirts that are a bit more flowy. I'm afraid you might not have much luck with tapered or pencil skirts, though.

I can never find any that fit me right :P they either fit my waist and are too small for my thighs or fit my thighs and are too big for my waist. Where do you find your skirts? :)

Women's sizes accommodates for more curves than junior sizes so shop the women's section and go for skirts that flow out instead of tight mini skirts - and go for hem lines that hit the knees or a little above or below those will look best.

And pencil skirts are fine just get ones with some stretch to it to accommodate for the thighs - I find that helps me ans for shorter skirts you can always wear leggings under if you don't feel comfortable in them.

Circle skirts and skater skirts are perfect for you. They cinch in at the tiniest part of your body (your waist) and then flow out over your thighs giving the illusion of smaller and thinner thighs. That's why they're my go to wardrobe choice. Hope I helped
