A toner balances the phone of skin. it ass less alcohol than astringent. witch hazel is a natural toner. smells terrible , but works.

To answer your question, a toner does exactly what it says... It tones the skin. It pretty much keeps your pores tight, to prevent bacteria from entering. Do not over do it! Your face ha and needs natural oils and once you dry them out, it's hard to get the moisture back. Sounds like you may need Proactiv sensitive toner and proactiv daily oil control. I use both ;)

Organic raw unfiltered with the mother..braggs apple cider viniger half water few drops of extra virgin olive oil.mix and spray on face or wipe on with cotton ball.

I use Celeteque Alcohol Free Toner with Witch Hazel Extract. Removes leftover dirt and makeup (yes even after cleansing!) and tones skin to prep it for the moisturising. :-)
