There's so much to know! For doing makeup on yourself, it's good to always know what you style is. (Are you daring, or do you like more natural looks) And it's good to really know your skin type. That way you can skip alot of buying with a 'experimental' mindset. Watching YouTube channels really teach alot. I have one, the link is on my page if you want to visit it. For brushes, Sonia Kashuk brushes are great! They are super affordable and you can find them at Target.

1) Practice - I never had any idea how to use liquid liner for example, over time I got used to it and application shrunk from one hour down to 2 minutes.
2) Try new things - dont be afraid to try new things
3) Clean your makeup off properly
4) Trust yourself, if you think you look weird, change the looks, if you think you look great don't be afraid to flaunt it

Beautylish is the thing I wish I had when I first started with makeup, so you're in a great place! Definitely watch tutorials on Youtube. A lot of us have channels on here and so do I. I'd love to do a Makeup Starter Kit video for you if you'd like!
Definitely stick to drugstore products for now since I'm assuming you're young and on a budget. You don't need anything incredibly expensive, and there are some really amazing drugstore products out there! Read reviews, watch videos, etc. I rely on Makeupalley.com and check it constantly if I'm ever thinking about trying a product out. There are so many things to consider when wanting to know what would look best on you. What type of skin to you have? What type of undertones do you have? Haircolor, eye color... it all plays a part!
My advice? Less is more. Especially right now. You don't need much! Maybe some powder, mascara, eyeshadow, and a nice gloss. Can't go wrong with those. =] I hope this helped you out!

Even though I'm as far as is humanly possible from "just starting out" I'll add my 2 cents:
You Tube - Even after years of playing with and trying different styles / products I am amazed at the quality of information and the tutorials available on You Tube about make up.
Website: Places like Makeup Alley and Beautylish are great sources of information about products and looks.
Sephora and other cosmetic sites: a lot of cosmetic companies now offer "how to" videos as well. If you have an iPad the Sephora app is a wonderful resource for videos and information.
Finally, I'll add that there are very few things that allow us to experiment with our image as much as makeup. Have fun - find your voice, express yourself.

1) Know your skin -- both skintone and skin type. Once you've sorted this out, it'll make determining what colours will suit you and what products you'll need an easier task. On a related note...
1A) SKINCARE! This is something that gets overlooked quite a bit, but it is so important, IMO. Once you know what your skin type is, get a good routine going. Right now, it may be very simple -- a good cleanser and a moisturizer (if you can, find one with SPF built in). Maybe a toner if you think you need it. Maybe a spot treatment for any breakouts.
2) Less is definitely more. I agree with Lacey; you don't need to be wearing a full face of the stuff on a day-to-day, particularly at your age. Keep it simple -- concealer (if you need it), a little blush, maybe a soft eyeliner (you can even use an eyeshadow to do this, if you want), mascara, lip gloss. (IMO, you can experiment with more creative or dramatic looks at home when you have some free time.)

4) Youtube and other beauty sites. You're very fortunate to have the internet in general, and Youtube and sites like this in particular, to help you out. Definitely make the most of it.

Don't be embarrassed to start off with cheaply-priced makeup. I wouuld have saved myself a lot of money & frustration if I knew about brands like Eyeslipsface.com (everything ranges from $1 to $6) It's a great way to experiment with the craziest colors, funnest looks & new products without feeling the guilt!!

Something to know for a more balanced look is.. if you do a bold eye.. go soft on the lips.. for example.. if you do dark smokey eye make up.. do a nude or soft pink on your lips.. if you do a simple eye for example.. a tone close to your skin shade and a little liner.. you can do a bold lip of any color. Doing too much on both can cause you too look way too flashy.. but if you like that.. then do your thing! :D

OMG there's so many places to start lol! I would suggest:
1. Start off with cheaper products. It may take you a little while to learn how to properly use some products or and/or the more you improve the more you find what actually works for you. You don't want to waste a lot of money before you really get into it.
2. Youtube is your bestfriend! I learned basically everything I know watching tutorials. There are so many talented gurus on there.
3. Definitely consider reading some makeup books and checking out online beauty communities as well as blogs. You'll learn all sorts of tips, tricks and more!

2) don't believe everything you see on YouTube - most of the Makeup Artist related ideas you will see on YouTube are NOT to the highest Standard of the Beauty INDUSTRY
3) applying makeup on yourself IS NOT the same on applying on someone else
4) RESEARCH RESEARCH RESEARCH
5) Google is your friend
6) Study successful Makeup Artist in the field you want to work in (editorial/fashion/etc)
7) Join as many Makeup Groups as you can to interact with others
8) Go to events like The Makeup Show, The Powder Group and take classes with reputable Makeup Artists and Educators
9) Books/Resources: Sam Fine, Iman, Eve Peal, Kevyn Aucoin, Scott Barnes, Tia Williams, Reggie Wells, Bobbi Brown
