A bold eyeliner color, particularly an undereye color, with a shimmery, light shadow.

Shimmery shadow on the inner corner of the eye and using that to create a thick liner above the lashline than with a black liner draw a bold liner but not like covering the shimmery bits.. And bright lippy!

Maybe you could base it on one of the new movies coming out, like monsters inc university? Like do a sully inspired look? Not quite what most people would classify as fantasy! But it's still monsters/dragons/fairy type theme! Haha
