I actually use a matte brown eyeshadow! It's antique brown by Loreal. :) It applies best with a thin angled brush.

I use both when I do a full face and pencil only when doing a small amount of makeup just make sure you brush out any harsh lines

Pencil! make sure the pencil is sharp so it makes it look like super natural.

Personally, I find pencil to be more precise, but it's all about personal preference really - I've heard from a lot of people that 'Wedge' eye shadow by MAC is really good to use to fill in eyebrows :)
