I actually use a matte brown eyeshadow! It's antique brown by Loreal. :) It applies best with a thin angled brush.

Personally, I find pencil to be more precise, but it's all about personal preference really - I've heard from a lot of people that 'Wedge' eye shadow by MAC is really good to use to fill in eyebrows :)
