Try a different mascara, there's not much you can do about your eyes producing oil.

Maybe try looking for a mascara that says smudgeproof.. Not all waterproof mascaras work really good maybe it was the one you tried...I hear maybelline full and soft is a mascara that's really hard to get off. You could maybe try that one or if you have a waterproof one now maybe try putting a coat of mascara then a coat of black eyeshadow then a coat of mascara.
