You just have to try different shades of eyeshadow and see which one works best (: it seems like a very light brown.

As Hailey said you should look around before trying to fill them in try going to a make up store and ask them what they think would suit your eyebrow colour.. eye shadow isnt really the best way to go to fill in eyebrows as you never get the right colour or type for eyebrows so ultimately I suggest going in to get a professional opinion :)

Use a tope color for your brows and you can't go wrong with a neutral brown and some black mascara.

A light ashy/taupey brown would be a good colour for them and I would keep it very subtle and soft because you're so fair. You have lovely eyes, they're a great shape for makeup!
