In my experience, primers also brighten eyeshadows, even without a white base, though they certainly help. If you use one of the NYX pencils, primer is still important because they crease pretty badly. Maybelline's Color Tattoos are quite nice for color and staying power, but if you want a white to really make everything pop without shimmer, it won't be as helpful.

It could also have to do with ur chemistry i have a friend whi uses black and it turns blue not matter wat black she uses with a base and without but yea primers will allow the shadow to work to its maximum ability

Primer helps but what I like to do is take NYX jumbo pencils after my primer! they're pretty cheap so Id buy a few that are colors you could see yourself needing to use a lot

Primer definitely helps. I really like Urban Decay's and Mac's primers but there are other good ones. But I think you should invest in a better brush. I used to use drugstore and synthetic brushes because I couldn't afford Mac brushes. When I earned enough money for mac brushes, I never used my other brushes again or at least not over my Mac brushes. Brushes do make a big different when you apply makeup.

To make it last, use primer, and for the pigmentation, you could either use a base thats the same shade as the shadow, or you could dampen your brush with MAC Fix + or just plain water. You could even use the base and then use a damp eyeshadow brush together to intensify the color more.
