Use a white eyeliner in your lower waterline. Experiment with different eyeliner shapes: winged, only on upper lid, only on outer 1/2 of eye, etc. are you willing to try false lashes? There are a lot of girls who wear more suttle false lashes every day.

Use a dark pink lipstick or lipgloss and make your lashes big and dark, just try not to allow any clumps because that will look really tacky, and the pink lipstick will create contrast and as your eyes may seem dark at the time, the pink will make them stand out! :) x

Curled lashes with mascara will open the eyes, making the eyes appear more awake.
Also, using opposite colour eyeliner (purple, brown, black), make a thin line on top of your lashline. You don't need a lot to make an impact :)
