I think more of a navy would be a better type of blue for you if you're wearing it over the entire lid like you are. A navy smokey eye would be much nicer :) but the blue you have on there could be great along the lower lash line with neutral eye makeup on top, it looks like its a good colour for your eyes, it makes them look lovely and blue but I think that shade of blue is a really hard colour to pull off for the whole eye.
I love whatever you have on your cheeks though, they look glowing and lovely!

You are wearing cool colors when you are most assuredly a warm tone chic. Your lips should be a warmer color, try fig or raisin. And blue does not suit your skin or eyes, but if you are married to the idea, make a long eyeliner into a cat eye or kitten flick, and then press the color in the liner, giving a pop of color, rather than a splat. I suggest using a mid tone (A matte tint in your skin color or a shade darker) on and slightly above your crease using a tapered crease brush to help push back your brow a bit. And don't forget to blend! <3.
