I think it's a head band you tie the two ends together at the back of your head. Hope this helps :)

It looks like a belt so you could wear it with a floral dress or romper and you would just tie it around your waist. Hope it helps :)

I don't think its a "scarf" wear it with a whote v neck and highwaisted shorts then loop it through and tie it to the side, get a crochet cardagin an BAM, boho but cute!!

It looks like a headband? maybe try tying it round your head or use it as a belt or tie it round your wrist a few times?(:
