Well why don't you go to the hair dress and say you want this hair cut then go someone that you know that is really good a make up and ask her to do it.

Personally I don't think this style will suit you.. thats just my opinion though.. if you like it go for it :) basically the hair is just layered very short at the top and swept mostly to the front of the head.. these type of hairstyles require a lot of time spent on them styling wise.. the makeup is just a lot of dark eyeshadow... it can be copied quite easily just use a fair amount of black eyeliner and mascara :)

I second agree with shantele, your face shape doesn't suit it that well, but if you want to then I would go to the salon! Tried cutting my hair like that... Wow disaster, messed up the layers!
For makeup its top and waterline using black eyeliner, shimmery white eyeshadow in the tearduck and mascara

Go to a hair stylist for the hair. As for the makeup, it looks like a dark grey smokey eye with heavy eyeliner.
