Well darlin every company had their hits and misses so the best thing us to start basic. What foundation do you need and like? Are you looking for coverage or mainly color. Imo Revlon colorstay is the best drugstore full coverage foundation. Good affordable eyeshadow, I would go with Jordana or elf. Best affordable brushes imo, are Sonia Kashuk. Lipsticks, there are so many good ones depends on what finish you like. Long lasting covergirl has a great line. Mac lipsticks are amazing you can't go wrong Getting a Mac lipstick so long as you try out the color, they have a lovely scent.

Some brands I feel are over-hyped and overrated. Like Bobbi Brown and Benefit. Their products to me are always just "okay"... My personal favorite is Nars and Lancôme. I love MAC too.
