Lush makes a product called lemony flutter cuticle cream. its not just a cuticle treatment tho. the citrus oils help subtly brighten the skin. I use it on my elbows and they're starting to get lighter.

Before sleep..rub lemon juice on the your fingers..it helps a lot..
