Blonde Eyebrow Help!

I have very blonde hair and it gets even lighter in the summer. I REALLY. Need to fill in my eyebrows because it looks like I have spots that are bare. But I can't seem to find an eyebrow kit that is is the right color for my eyebrows without making me look crazy. Any suggestions?

Use an eyeshadow and a crease brush. thats what I do.

I use a blond pencil thays slightly darker than my natural brows.

I think the eyeshadow would work. This is going to sound weird but I have very see through brows. It I used a brown pencil it would look like I drew under my brows. @cassandra M.
