I do both and I don't get ingrowns or bumps. Moisturize with a non scented lotion or a oil right after you get out the shower. Try vaseline, aloe vera gel.

I also use a gel instead of a cream. It gets me a smoother shave.

If you crush up some aspirin and put a teaspoon of water in it to make a paste it works really well. Make sure it's aspirin not Advil or Tylenol

I dry shave. It works really well with dry legs and dry razors, and then apply lotion or water to it directly after and then don't apply lotion to it for the rest of the day. It is dry, but it seems to last longer than wet shaving and is a closer shave.

I do both as well but shave down with the direction of the hair first then go up against the direction of growth after and that seems to help if the hair isn't as long when you go up against the hair then it isn't as traumatic on the skin.
