I know what you mean Stephanie! They're not cheap palettes. I always look for drugstore Matte shadows but there really isn't that many or there. Most have some sort of shimmer! :(

Yes go for e.l.f, or bh has cheap ones, try my beauty mark they have fab prices, still glamorus cosmetics... They should all run under 20 ohhhh yes and try this website they have an amazing pallet and its only 8.99!

Wet and wild has palettes where half are shimmer and half are matte. I don't like the shimmers so I only buy then for the matte shades. They are about $5 which is a good buy.
