There both nice but I think the bottom one is a bit too yellow, but I like them both :)

Try a mocha color. I think it will look nice with your skin tone. As for a new cut you have to look at cuts and see what fits you as a person & personality & lifestyle. That's my best advise. I chopped mine off to a pixie when all my friends said no don't. I couldn't be happier with my new look. I feel amazing. As long as you like a hairstyle go for it! Post pics.
