Try waxing. Maybe if you get the entire hair follicle out, it will lighten up a little, instead of just shaving.

I had that too! And then I bought dove's antiperspirant that like repairs skin and stuff (I forget the name) but it really works!! And it's cheap!! They'll have it at like any drugstore
