Winged eyeliner will elongate the eye :) Or to emphasize roundness, simply build a thick line within the top waterline :)

Look at what Angelina Jolie does she has very round eyes but makes them look cat like with her eyeliner so look at pictures of her if that's the look you want.

I have really round eyes too so I focus my darkest eyeshadow in the outside of my eyes so my eyes appear elongated and I also have wing eyeliner. If you like your round shaped eye then just apply a black eyeliner on your top waterline to make your eyelashs appear thicker and apply mascara (:
