Green would look great on you! Try using a little bronze with it as well to tone down the green if you're afraid it. Some greens come off as being very soft if you choose the correct shade. :)

Wear whatever color you want Hun. You want to wear blue, rock the color girl! There are no rules in makeup and if they were, so what. The makeup police are not coming to arrest you. LOL. Now If you want to make your eye color stand out then I would go with greens, red tones, purples, bronze and grey colors. Those make dark brown eyes pop.
