Try liquid.It dries fast depending on what brand your using.Try a primer first.

Ooh that was my number one problem. My quick fix: put on a couple of coats of mascara to the top and bottom lashes. It acts as a barrier for migrating liner.

Eye primer then liner with some powder shadow would help keep it in place and do the same if you use liner on bottom lash line.It works with pencil,liquid,gel..

To make my eyeshadow and eyeliner stay I use benefit stay don't stray eye primer or urban decay original eyeshadow primer potion. Both work great
