Rose: They can; it just often looks overdone. The light of the day will constantly shine on your makeup and make it (in case of eyeshadow) too brilliant and sparkly. It just depends on the look and the person (and the outfit). If it looks nice and flattering: it should be fine. As long as it isn't overdone it shouldn't matter.
