Where can I buy matte black or white nail polish?

It's usually a matte top coat you get but you should just save your money and use steam like Pria said. Just paint your nails like normal and while they're still wet hold them over the steam and voila, you'll have a matte finish :)

Essie Matte too coat changes any color matte works great.

If you don't want to spend too much money, you can try NYC Matte About You (something like that xp) its about $2 at Walmart, Target, or almost any drug store that carries NYC polish :)

I don't know wear you can buy it but I mix my nail polish with cornstarch and it works amazingly!! I've also heard about steam working.

There is no matte nail polishes but there is a top coat that you can apply to make any nail polish matte. Check out my blog for more details :)
